ROLE OF PLANNING AND MONITORING CELL IN AGRICULTURE DEPARTMENT

The Planning and Monitoring Cell was established by Agriculture Department in April, 1979. In order to upgrade and improve the efficacy of the department, scheme for strengthening of Agricultural Project Planning, Monitoring and Evaluation capabilities in Sindh was launched in 1989 with the assistance of FAO; with the following objectives:

  • In service training of the staff involved in the project planning and monitoring shall be imparted by arranging the training courses.
  • In service training in monitoring and impact evaluation of projects.
  • Training of trainers.

The Cell was reinforced in 1989 with a computer section consisting of the following staff:

  • System Analyst 01
  • Programmer 01
  • Assistant Programmer 01
  • Computer Operator 02
  • Key Punch Operator 03

Functions: 

  1. Identification, formulation and planning of development projects of the Agriculture Department.
  2. Monitoring; to coordinate and to keep close watch on implementation of development projects and ensure that projects achieve their targets within the stipulated time.
  3. Review and analysis of PC-I of ADP schemes and propose amendments if deemed necessary.
  4. To incorporate amendments in consultation with the Director General of the concerned wing of the department.
  5. To submit modified PC-I to Administrative Department for further processing to the relevant forum.
  6. To collect monthly physical and financial progress of development schemes from respective wings and their evaluation with reference to the targets assigned in PC-I.
  7. To forward monthly progress reports to Planning & Development department, Finance department and Administrative Department.
  8. Collection of PC-IV/ completion report of ADP Schemes and their examination for further processing.

Restructuring of PMC:

In order to expand the role of PMC for the development of department, major changes have been introduced in the management of PMC since 2019 by reinforcing the staff with senior officers of Grade-20 and below. Every wing of the Agricultural department is represented by a senior officer having designation of Additional Director General of BPS-20 or BPS-19 along with supporting staff. This has been done for smooth work of Administrative Department in coordination with field staff of respective wings. In fact currently PMC is working as a useful bridge mainly for data collection between Administrative Department and different wings of the Agricultural, Supply and Prices Department. With the passage of time, as the changes mature, the role of PMC may become inevitable in data collection, planning and monitoring activities of the department.
